SUPERINTENDENT ATTENDANCE REPORT

PERIOD::THE INSPECTION WAS CARRIED OUT BETWEEN 10 APRIL 2010 TO 15 APRIL 2010.

GENERAL
The inspection was carried out for the purpose of follow up the Charterer`s findings; anyhow changing of the management create a good opportunity to approach all requested repair for maintenance under a short term and a long term planed activity.
Every call at discharging port the ship was attended in order to verify the progress of the improvement on the condition of the ship, her equipment and crew training.
The following are without prejudice the Superintendent`s observations on the specified matters.
The hull steel plates appeared to be in very good condition, without any dents and with no coating defects or damages. Coating condition of the entire hull area is in satisfactory condition
Some of the sacrificial anodes on the rudder were not very good fitted and now are missing.
No growth is seen on the rudder area..
At port side it will be necessary to repair the mooring chock fitted between frame 180-185.
There was no reported other damage to the internal structures but because of the ship age under the Owner decision to extend the life of the ship up to 3o years old, we plan a very detailed thickness measurement during the trip in ballast to loading port having on board a approved technician for this purpose and under a nominated class surveyor to certify the work
The idea is to have at the end of the ballast voyage a specific repair file ,with all the steel to be replaced very clear detailed and marked.
This create the chance to make shorter the period in shipyard and of course to avoid as much is possible the supplementary list of repairs which is 3-4 time costly than the repair tendered and negotiated in advance .
MAIN DECK
The main deck has recently been scraped and chipped where part of the old coating was found cracked and rusted. Therefore some areas request touch ups to be applied with primer and finish paint. A continuous maintenance is applied as per new management rules.
Feed back with picture also is required in order to observe the progress.
The forecastle deck also is under maintenance and spot chipping and painting at scattered rusted discovered.
CRANE MAST DOOR REPAIRED AREA UNDER MAINTENANCE

FORECASTLE DECK & STORES
Vessel is fitted with two hydraulically operated windlass with rope drums. Any hydraulic leakages observed at previous calls was suppressed.
FORE
MAST ALL OPENINGS IN
Brake lining are still in acceptable condition but it is scheduled to be replaced before 15 of September when Annual survey must be held.
Winch drums were checked and found satisfactory with no abnormal pitting.
The steel deck was found to be in good condition, but scattered rusting was observed and spot chipping and painting needs to be carried out in the voyage to the loading port Point Noire.
Forward mast structure found in good condition, well painted and without any rust marks.
Forward whistle was tested and found operational.
The forward store condition found poor one voyage before this call but house keeping was improved .
No spare poly propylene mooring ropes new is delivered yet to the ship but we are in negotiation with 2 (two)manufacturers to purchase a set of 4 pieces.
Winch gear sliding inspection cover was replaced. The stoppers are in fair condition.
Old grease scattered around the greasing points and cleaned up in order to fall an the brakes.
All illuminating external system was repaired fitting deck flood light covers and protective .
SHUTLE ROOM CROSS DECK BEFORE MAINTENANCE
The shuttle room was inspected before discharging and water tight door found in good condition .
Water tide door packing was replaced partly in September and channels repaired. In fact during my voyage with the ship for the purpose of familiarization with wood chip carrier all water tight closing were repaired this being targeted by PSC officers being items of LOAD LINE CONVENTION.
Side door lifting winch, wire and pulleys are found in good condition.
The mush room natural vent of the shuttle room found to be repaired .
NO.1 CARGO HOLD TO BREAK OF ACCOMODATION
The steel condition was visually observed and found to be apparently in good order but under the feeder conveyor a area of 3 square meters at hammer test look to be undersized .(frames 33-35)
Few scattered rusting was observed at cross deck area and chief mate was noticed in order to maintain. All the ballast and fuel sounding pipes and air vents on deck are marked and all non-return heads of tanks were dismantled, cleaned ,painted this all items being also LOAD LINES CONVENTION.
Railings are found generally in fair condition with out damages.
Both the pilot ladders are in satisfactory condition those being repaired during previous voyage.
Fire line was repaired and tested being in good condition at the momment of inspection.
OFFICER MESS ROOM BEFORE ACCOMODATION AIR VENT MOTOR

CROSS DECK AREA
Area on the cross deck appear to be in satisfactory condition with out wastage or deformations.
Rusting observed on few places and requesting to be attended the chief mate was noticed.
Sounding pipes, air vent pipes are marked on the cross deck.
Bosons` store on the cross deck area found to be organized and tidy.
Condition of the steel appear to be good with out wastage or deformation on the structure.
All the mush room vents were repaired but for the dry dock period it is planned to replace 4 pieces in order to upgrade the ship condition.
CARGO HOLD AIR VENT REPAIR ELECTRICAL CONNEXION BOX PEPAIR
It was observed two walkways to be holed and with high diminution and master was instructed to replace the plates-those are for life rafts transfer during emergency.
The bunker manifolds for HFO and DO was tested by chief engineer and pressure gauge fitted in place for safe operation. The flanges of bunker manifold were found secured, with out leaking and covered by tarpaulin .
The bunker davit maintenance is in progress but wire drums cricket system having excessive wear need to be repaired by workshop or in shipyard.

AFT POOP
The garbage bins were marked with colour codes and proper covered.
The clutch(coupling) system of the aft mooring winch was repaired during this call by workshop but still need during shipyard to be dismantled and new liners to be fitted to the coupling system in order to diminishing the gaps between the coupling and the shaft.
Steel condition of the poop is satisfactory without any rust marks visible.
The MARPOL connection and lub oil bunker station are on the forward side of the poop deck with save all trays around-all trays are kept clean and free of spillage with no risk for pollution.
On the port side of the poop deck also the vent pipes with the save all tray next to the accommodation ladder found to be clean and free of any contaminant, or pollution substances.
The engine room skylight located on the port side and the packing maintain a water tight condition but need to be scrapped and painted.
The oxygen and acetylene bottles are located on the pot side of the poop deck having lockers.
All oxygen cylinders found to be free of grease all over.The provision stores doors are open to the port side of the poop but only when watch to prevent stowaways entrance.
HATCH COVERS
At fore hatch cover no.6 ,folding type with hydraulic rams fitted on the half to open and close the hatch cover found a leaking because of high pressure hose at the connection with the hydraulic cylinder it is corroded. No any pollution risk.
We are looking to supply spares-no spare high pressure hose on board.
The condition of the hatch coaming and hatch covers are satisfactory because at the hose test there are now leaking in the holds and all holds found to be weather tight and the ship cargo worthy.
Even the condition is satisfactory it was planned prior entering to shipyard a ultrasonic test of all hatch covers in order to find out the extension of any repairs to be requested .
The under side of the hatch cover require to be spot chipped ,painted and there are places where repair by welding are necessary in order to replace wasted steel structures.
This job can not be performed in other situation than shipyard.
Ten cleats need to be supplied because can`t be reconditioned by deck hand.
Many dog bolts have to be attended also.
The hatch cover packing are in fair condition but at few edges some damages noted.
No comments regarding compression bar or packing as long weather tight condition is satisfactory.
Some corner packing request to be replaced.
The hatch covers are under a continuous maintenance.
Hatch covers running ways and rollers need to be repaired at shipyard because the measurement indicate a excessive wear.

CARGO HOLDS
No.4 hold being a ballast hold was carefully inspected -paint condition is satisfactory but some of the side shell frames at the lower area are dented in the hold. The ballast chest it is in good condition.
All the access ladders in the cargo holds were repaired.
For any steel replacement work the relevant drawings will be indicated after thickness measurement report. At the present momment we can`t appreciate the steel quantity to be replaced or any structural failure.
The bilges are kept clean and all are operational.
BALLAST TANKS
Fore peak:
Fore peak tank was internally inspected during the inspection and the coating of the tank was found in satisfactory condition with abt 8 % of coating break down.
The breaking of the coating was mainly noted in the area of edge frames, manholes and lighting holes at the upper side of the tank.
Negligible accumulation of mud at the bottom was observed.
Aft peak
Aft peak tank was not inspected but it was request to the Captain to report after loading when this tank is free of water to inspect ,to make photos and also to enter to the rudder trunk in order to report if there are any wastage of stiffeners and plates in this space.
Double bottom tanks
Not inspected due to cargo operation.
BULKHEAD S
Transverse bulkheads between no.2 and no.3 holds and between no.5 and no.6 holds are provided with an opening to allow for passing of bulldozer; wood closing are fitted.
Not inspected
NAVIGATION DECK & ACCOMODATION
The navigation deck, compass deck and the main mast was inspected.
Some cables to the navigation lights were observed flying and were secured by straps at their proper position.
The main mast structure was in good condition and the foundation was found free of signs of corrosion or wastage.
Two

In the area of connection box of the electrical motors at ventilation fan were electroshock hazard were observed -were repaired.
The over all accommodation when and where observed some defects the crew hand perform proper repair.
GARGO GEAR
The condition of all cranes and conveyors system were satisfactory The service technician from BOLTECH CO.Ltd take all action to avoid interruption of discharging.
Feeder conveyors and main conveyor as well shuttle were maintained in satisfactory working condition, by replacing in due time the damaged rollers, strengthening the conveyor framing.
Observed slight damages on the edge of the shuttle conveyor which were corrected.
No.2 crane grabbing wire slipped out of the winch drum with no any additional damages. It was fixed by crew hands.
The condition of the grabs was kept always in operating condition, all grabs being prepared during the trip from departure in the way back to discharging port.
EQUIPMENT AND OUTFIT FOR UNLOADING
It is under a continuous maintenance and repair in order to keep running.
Hoppers, conveyor framing ,rollers, orange peel type grab backet are maintained by crew hands.
If the vessel will be operated for the same cargo it is require to purchase 3 new grabs-the market

It is planned to restore in good working condition.
BRIDGE AND NAVIGATION EQUIPMENT
All navigation equipments are in good working condition.
Radio equipment were inspected for all necessaries test and the annual statutory certificate endorsed by NK Class.
With the occasion of the inspection it was found the two microphones from S-VDR System totally wasted and the acoustic beacon kit and were replaced.
For the next call also the printer of Inmarsat C should be replaced by JRC Agent authorised by in account of the Owner.
ENGINE ROOM
The cosmetic condition of the engine was found satisfactory with out excessive leakage .
Since the vessel was undertaken in the Management of Misuga Kaiun Holland B.V due to the new vessel program many spares were purchased for main engine, generators ,separators.
Turbocharger of the main engine was serviced in order to maintain the ship running as per charter-party condition and with a proper fuel consumption.
It was decided by the management to start all pipe requesting to be replaced prior shipyard by ship hands or workshop - this solution being chipper .
Therefore were delivered to the ship a sufficient amount of steel plates, pipes and other materials.
Main Engine
Condition of the main engine was satisfactory with no external leak of the exhaust gas, fuel.oil or water leaking observed.
Only leakage was noted of lub oil under the manoeuvring stand which was noted during the inspection.
It was claimed that lub oil trip for low pressure is out of working. The failure isn`t detected and most probably it seems to be wiring defect-
No.3 unit overhaul was carried out at port one call prior the inspection.
The condition of the liner was found good but the spare crown piston was replaced because piston ring channels measurements indicate replacement.
The last new one now being in service it were considered all measures to reconditioning two piston crown and the only valve spindle used .
Before to deliver to work shop it need to supply the ship with a new piston crown anf a valve spindle for ship safety.
Intermediate shaft all long found polished ,well grassed with no rust .
Parameters of the engine were found in satisfactory condition within the maker recommended limits.
Auxiliary engine
The condition of the auxiliary engines was found satisfactory. The overhaul of the no.3 diesel was made immediately after spares supplied this being overdue .
The overhaul of all diesel generators can be performed at any momment requested by running hours.
Average consumption of the lub oil for the last three months was about 16 litters/day.
Emergency generator running test was carried out during the port stay,load test could not be tested due to the cargo operation and annual survey on cargo handling.
Auxiliary Boiler
The boiler was inspected externally and found with out any exhaust gas leakage .
All the alarms and trips were checked during the inspection and found working satisfactory. Foundation bolts and stay bolts were checked and found all are tight.
Hot water return(well)tank it was observed to be wasted therefore in shipyard need to build a new one this tank requesting special blasting and coating with high water temperature resistant paint.
Purifiers
Condition of the fuel oil purifier area found to be better than the previous call when some fuel accumulation and leakages were notified to the chief engineer.
The operation of the heavy oil purifiers were reported to be satisfactory.
Lub oil purifier was in operation during the inspection and ship staff reported the D.O (diesel oil fuel)purifier is in satisfactory condition.
Engine Room pumps
The general condition of the sea water pumps found satisfactory with out any gland leakage.
The fuel oil transfer pump area and save all found dirty due to leakage of oil from gland packing and the first engineer was requested to maintain prior completion of the inspection.
Boiler feed pumps and fresh water pump condition observed in satisfactory condition.
Emergency fire pump room located in the steering room was tested. Priming pump work very good.
Ballast pumps it were found in good working condition.
Air compressors
Working condition at its prescribed capacity.
Emergency compressor was located in the emergency generator room and it is hand operated pump. The operation of the compressor was not tested but chief engineer report that it is in good condition.
Oily water separator and incinerator
The monitoring system is working very good ,the three way valves operation also in working condition. Spare filter on board.
The condition of the separator body is poor having excessive corrosion of the filter chamber.
It is recommended to replace all the equipment less monitoring system.
Incinerator was operated on board for burning of the sludge after heating up the service tanks. Continuous of operation on sludge burning about two hours monitored and all alarms and trips checked and found satisfactory.
Previous master reported that port authority of Point Noire request the Certificate of type approval for the incinerator.
Master was advised that the equipment due to it age do not request such certificate.
The operation of the sewage plant was checked and found satisfactory during the port stay.
Steering
The condition of the steering room was found satisfactory with out any leakage of oil from the rams and the pumps.
Storage tanks were filled up as required by the regulation.
Emergency operation instructions were foud in place as require.
The equipment it is well maintained.
Bilges and pipelines
Some of the pipes request to be replaced because are heavy corroded.
Three pipes which cant be manufactured by crew hands were repaired by work shop.
In the bilge ,very closed to DO tank an important leaking of fresh water was observed but the condition impose to avoid welding with naked flame and a temporary repair was applied.
At the next call we may try another method of repair.
Main sea water pipes lines from the high sea chest filter found to be badly rusted even though pipes are good .Second engineer had been instructed to de-rust the pipes and coat with primer and paint prior departure.
Steam coil return line from no.2 centre HFO low sulphur is still with cement box. This cement box is slightly being leaking. At the next dry docking should be repaired.
Aft bilge area found to be condition compared to the forward side of the tank top reasonably good .
Flywheel bilges were found clean on the first day arrival on board and later noted the bilge were getting filled up with water and oil mix; found the drain tank valve leaking and oil spread on the tank top. The defective valve was replaced
Other equipment: refrigerated air dryer found to be out of order and this create different working conditions for air intake of engines. Should be replaced with no doubt.
LSA &FFA
Four new lifebuoy lights were replaced.
All batteries from lifejacket were replaced .
At the inspection it was found that 5(five) nozzles of fire hoses totally inoperative.
All were sent to a workshop for repair bur only 3 pieces were restored. Therefore we have to supply 4(four) new nozzles.
Fireman's outfit were found in good working condition and bottles tested for alarm of low pressure.
One bottle of Halon 1301 fire suppression system in engine room need to be serviced.
The discharging valves do not closed well .At the present momment the capacity of the fire fighting system it is affected .It was found a company able to repair and refill and certify in order to keep the system on board.
As long there is not yet a phase out for Halon system in order to invest money for conversion with clean agent.The costs of repair is 5700 eur and this should be done a.s.a.p.
The estimated costs of conversion is 134,500 eur plus the costs of drawing approval and class inspection.All life saving appliances are in good order, except the life boat where was found necessary to replace the safety belts.

NEW REGULATION.
For the next period new regulation request to fit for the fore life raft ,two light and the load test of all access ladders.
SURVEY STATUS AND SHIPYARD SCHEDULE.
In connection with survey stat us in order to diminishing the cost I believe that it will be better to present the ship to be surveyed until 16 September and to go in the shipyard for Intermediate survey and all requested repairs including steel work in the window of 16 March-16 September.
At the present momment the vessel is in a good seaworthy condition and the specific maintenance plan was created to improve the ship`s condition in order may carry any other bulk cargo .
All crew efforts from deck and engine department guided by Captain Lin Quan, upgrade the ship condition as per their best.
